QUALIFICATIONS

Bachelor's degree in Visual or Graphic Design, Computer Graphics, Education, Adult Education, Instructional Technology or comparable area of study is required or equivalent work experience.  Required course work includes English, adult learning theory, instructional design theory, communication skills, graphic design, and computer graphics.  Preferred educational course work includes study in educational technology and computer or asynchronous web-based education.  Five years of experience developing online educational materials to include courses, exams, simulations, leader’s guides, knowledge checks, interactive design elements and course resource documents such as workbooks or white papers. Three years of demonstrated experience as an instructional designer designing online training. Two years of experience managing web course development schedule for previous organization.  Two years of experience supervising online course creation staff.  Ability to project manage multiple projects with associated deadlines required.  Ability to work well under pressure.  Excellent written and verbal communication skills. Strong interpersonal skills, with the ability to work both independently and as part of a team. Experience leading a team. Assigning and managing duties of co-workers.  Mastery of course and course element design programs such as but not limited to Articulate Studio 13 suite, Articulate Storyline, Adobe Captivate, and Sony Sound Forge or similar audio editing software is required.  Demonstrated experience of streaming audio and video systems, JavaScript and ActionScript required. Demonstrated abilities in teaching and demonstrating to others how to use course creation or other software applications.  Knowledge of SCORM and Adobe Creative Suite required; SumTotal LMS or other LMS providers, xAPI(Tin Can) preferred.  Proficiency of Microsoft Windows based applications and Office is also required.   Familiarity with adult learning concepts, industry research and experience with Performance Based training.  Experience with Internet Based Distance Learning deployment, experience with Instructional Design software, as a classroom instructor, technical writing, and skills with content development preferred.

RESPONSIBILITIES

Perform duties of lead project manager and contact when first approached with course development projects or requests. As lead contact, maintain master department project schedule. Evaluate amount of time involved to complete project and create project schedule. Identify any costs involved with project creation. Work with Senior Web Course Designer I & II, Instructional Designer, Web Course Developer and Publications Specialist to allocate duties for all projects.

Work collaboratively with team members in all phases of design and development.  Coordinate with other members of the web-based training freelance staff on various project components and production scheduling.  Assist Director of Blended Learning in the creation and communication of the information architecture and navigation of all courses.

Ensure that existing content is regularly reviewed, updated and revised.  Complete revisions of web courses and exams using existing and yet to be determined course authoring tools.  Use web course authoring software to design and create interactive elements and user experience within each web course.  Perform testing of course functionality, including exercises, animated graphics and student interactive sections.

Is responsible for the consolidation of content into one or two development tools which will involve managing the conversion of legacy content systems into current systems. Take the lead in updating content for STAR, VAP, MERIT, CU Advance and TODs and make it mobile ready. Analyzing our course development process with the goal of automating processes and finding efficiencies.

Train new and existing staff. This includes training on all related assets and procedures involving our suite of course creation tools and all other course creation related software. Maintain training schedule and communicate training needs to the Director of Blended Learning.

Ensure a sustainable future of products by evaluating course creation tools and systems. Investigate new software alternatives and processes to improve and streamline our course and exam products, including, but not limited to: Performance support tools, mobile development and design (both tablet and smartphone), decision tree and related virtual simulations, etc.

Serve as liaison with other departments to address procedural issues involving course creation staff, including but not limited to updating internal and external clients as to the status of project progress.

Review instructor and student evaluations of CPD web-based courses to determine applicability to marketplace and areas that require improvement. In addition, m onitor industry publications and incorporate updates and other changes in assigned products.
