The new CUNA Lending Compliance School provides credit union lending and compliance professionals the opportunity to dive deep into the details of lending compliance. This rigorous program is for those who want to gain thorough knowledge of lending compliance by focusing on the major regulations that impact today’s credit unions.

The CUNA Lending Compliance School is a blended learning program, meaning topics will be taught through a variety of learning channels. From on-site lectures, peer discussions, print materials, interactive online courses and a pre-conference webinar, attendees will have key resources to tackle the challenges of lending compliance. With the blended learning approach, every learning style is accounted for so you can be certain you will leave the CUNA Lending Compliance School with a true understanding of the lending compliance world.

Instructors

Kenneth Proctor

Ken brings 37 years of financial institution management and professional consulting experience to Abound Resources, where he heads up the risk management practice. Ken has managed the risk management practice areas for two national consulting firms serving the credit union and community banking industries. He also served as a senior consultant with two international risk management consulting firms and held responsible management positions in the internal consulting and auditing departments of two regional financial institutions.

Ken’s broad experience includes completing risk assessments at over 500 credit unions and banks in the U.S., Latin America and Southeast Asia. Additionally, he has helped over 30 financial institutions manage compliance with regulatory enforcement actions, including consent agreements and written agreements, completed BSA/Anti-Money Laundering risk and compliance assessments, GLBA 501b information security reviews, Sarbanes-Oxley and FDICIA risk assessments and IT audits.

Ken is a certified public accountant and a certified bank auditor. He is a frequent speaker for financial institution industry conferences and seminars. He has managed workshops and delivered presentations to credit unions, banks and thrifts for regulatory authorities. For 10 years, Ken served on the faculty of the Louisiana State University Graduate School of Banking program, instructing in risk management. He has also authored numerous articles on risk management for various industry publications.


Kathleen Blanchard

Kathleen is a senior consultant with Abound Resources and has over 28 years consulting experience, including risk management and internal controls, compliance, lending, credit policy and procedures. She has served as BSA/AML/OFAC officer, privacy officer, compliance manager and risk manager.

Kathleen has extensive experience in BSA/AML audits and consulting, including BSA lookbacks, BSA program implementation. Her compliance experience includes extensive policy, procedure and loan documentation writing, and creation and implementation of complete compliance programs. She is a nationally recognized expert in CRA and HMDA and has also developed and implemented CRA and HMDA departments, credit scoring override monitoring systems, compliance training programs and compliance audit processes. Her credit background includes commercial and private banking lending, credit policy manager, workout loans and credit review. Kathleen also has experience with the development of member business lending policies and procedures, in conformity with NCUA regulatory guidelines.


Bill Klewin

Bill is director, Regulatory Compliance in the Lending Solutions area of the CUNA Mutual Group in Madison, Wisconsin. In that role, he is responsible for consumer regulatory compliance for LOANLINER, loanliner.com, and other products.

Bill is nationally known for his expertise in consumer lending and operations. He is recognized as the nation’s expert on open-end multi-featured lending. He has spoken at numerous conferences focusing on credit union and financial institution issues, was a main teacher in a team chosen by the NCUA to train state and federal examiners in consumer lending, and is a regular contributor and columnist in various publications on lending related issues.

Bill joined CUNA Mutual in 1986 as assistant counsel and has held various positions in CUNA Mutual’s Legal Department and business areas. Before joining CUNA Mutual, Bill maintained a private practice, concentrating on commercial and business law.

He graduated magna cum laude from the University of Wisconsin in 1978 with a BA in History and received his Juris Doctor in 1981. He is a member of both the Wisconsin and American Bar Associations.

Bill served for 11 years on the board of directors of a Madison based credit union, including two years as chair of the board.

David Reed

Attorney, author, consultant and nationally recognized speaker, David is a partner in the law firm of Reed and Jolly, PLLC and founder of CU Doctor, a full service credit union consulting practice. Through Reed and Jolly, David provides guidance to credit unions concerning a variety of matters including the establishment and revision of credit union policies and procedures, organizational compliance, collections, security, contractual agreements, regulatory matters and corporate governance.

David is particularly noted as an expert in the areas of credit union operations, bankruptcy and collections. He has been selected to train NCUA Field Examination and Audit Staff on numerous issues including ID Theft Red Flags, S.A.F.E Act, Third Party Contract Management and Bankruptcy matters.


Rob Rutkowski

Rob is the "jack of all trades"- an attorney, blogger, podcast producer, nationally-recognized speaker and managing partner of the credit union department of Weltman, Weinberg & Reis Co., L.P.A. Through his work at WWR, Rob advises credit unions on compliance, contract negotiation and employment law as well as a vast array of collection and legal issues. Rob is a well-known lecturer nationwide on topics such as marketing, lending, compliance, director and officer liability, disaster recovery, identity theft, credit union accounts and a variety of laws impacting credit unions, such as the Bank Secrecy Act.

A former member of the Board of Directors for the Lake County Educational Federal Credit Union, Rob remains very involved with the legal issues that matter to the credit union movement. He is the producer and co-host of the monthly Current Issues in Credit Unions podcast and the author of That Credit Union Blog, which is dedicated to covering timely credit union legal news. He has also been published in Credit Union Magazine, Credit Union Management Magazine, The Cleveland Bar Journal and The National List.

Cancellations received in writing (via fax 608-231-4327) before the end of business on July 29, 2012 are eligible for a refund of the amount paid minus a $200 administrative fee. No refunds will be granted for cancellation requests received after July 29, 2012. Substitutions are accepted anytime prior to the start of the program at no additional cost. Simply fax event and contact information, listing the new participant and who they will be replacing. Cancellation fees do not apply for free or complimentary programs.
